Windows 7 re-install issue

trying to reinstall spotify and it downloads fine, but wont open .exe file and start install. have tried several times and finally got to an error message where it says "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item." even though i am on the administrator account. very strange...

please help

Few suggestions: 

- Can you try disabling any security software you have running temporarily. 

- Download the full installer package from http://download.spotify.com/Spotify%20Installer.exe and try using it. 

- When running the installer, be sure to right click and select "Run as Administrator" even if you are logged in as one. 

Also, Spotify default installs to C: and you don't get to choose the location. Is your local hard drive C:?
