When I add a song in a playlist through Spotify App for Windows 10, it does not appear in the playlist, just in the Spotify of the cell phone.

As a first step, please check out this article to make sure you don't have a second Spotify account.

In addition, it's always good to check that your system is fully updated and reinstall the app as it tends to do the trick.
