"Spotify can't play this right now" error on both my Windows PCs

My Question or Issue

 Whenever I try to play anything, including my Discover Weekly playlist, on either of my Windows 10 PCs, I get the message "Spotify can't play this right now. If you have the file on your computer you can import it." and Spotify skips the song. I can, however, play songs on my Android phone. I can even control the playback on my phone from my PCs. I have already tried deleting all Spotify files and uninstalling and reinstalling Spotify on one of the PCs, but that hasn't worked. How can I get Spotify working again?
