smart shuffle stopped working

I like the Smart Shuffle option to add songs to my favorite playlist *while* listening to that playlist but it always stops working. Currently I can't get it to work at all--I toggle it on and off, I close and restart the app, I even tried uninstalling and reinstalling. Sometimes it will work briefly and then stop again. Any suggestions on how to fix this?

I got to the cache path on windows 11
but there's multiple folders with the title Cache on it
not sure which one to delete 
C:\Users\USER\AppData\Local\Spotify\Default
Is that it?
