Why different users are charged with different rates? For example, I am charged at HK$48 per month and my wife at HK$68 per month.

Has your wife suscribed via iTunes? If you suscribe to Premium via in-app purchases the price is higher than if you do through the Spotify web page.

The reason why it is higher through the app store is because Apple charges a fee. 

If she wants to pay the lower price she can cancel from the app store and then resubsribe through the website.
