Higher subscription than it should be.

I have a problem with my subscription. I am from Poland where monthly subscription charge is 19,99 PLN and today i was charged with 6,99 Euros which is more than price in Poland. What can i do in this situation, can i get a refund or something ? I also can't change or cancel the subscription in my account settings.
