[All Platforms][Your Library] Make ReplayGain tags readable for local files

At the moment ReplayGain tags will not be considered for local files. And since the volume normalization option within Spotify is only valid for streamed songs, it's a bit difficult to integrate those and local files.

Adding the possibility to use ReplayGain tags in local files would be a good solution to mitigate the issue.
