[Android][Other] Offline mode button

Change the position of the Offline Mode button.

Put it at the very top of the setting menu so that we don't have to search for it whenever we want to toggle from online and offline.

Please do move "offline" mode to a more accessible spot! I play Spotify at work, and am really limited to the genres that don't distract me, but unless I carefully scroll halfway through settings and toggle my "work" session to "private," it really messes with the song suggestions (Spotify Discovery and "for you" playlists are currently 98% LoFi - not fun at all!)
