Do not block songs in personal playlists, even if the artist is blocked

Blocking an artist should not affect songs from that artist in a user's personal playlists.

The block feature should only apply to the user's general listening experience, such as recommendations and radio stations. If a user adds a song to their personal playlist, it means they want to listen to that song, regardless of whether they have blocked the artist or not.

Suggested change: Do not gray out songs in personal playlists, even if the artist is blocked. This should be the default behavior.

Some context for why this change is needed:

The current Release Radar META is frustrating, with artists gaming the system by releasing numerous short songs on a weekly basis to dominate the Release Radar. The only way to avoid this spam is to block the artist, but that also blocks any songs you've added by them to your personal playlists, which is counterintuitive.
