Mobile app should check for downloaded data before streaming it

It seems that current behavior (as confirmed in a support chat) is that if your device is online it will stream songs even if that song is already downloaded to the device. The only way to make the app not use data for songs already downloaded is to dig into the settings and turn on "offline mode"

Because of this bonkers and frankly aggressive to the user decision my data usage has been crazy high and cost me money until I figured out what was up.

I propose a very simple algorithm to address this:
if songAlreadyDownloaded {

    playDownloadedSong()

} else {

     streamSong()

}

It's just so crazy it might work!

@MattSuda: That is NOT the behavior I am seeing, nor is it the behavior the person on the support chat told me. I downloaded my entire Liked songs playlist and played exclusively from that yet my Spotify data usage (when through Android Auto) was sky high - costing me quite a bit of money in data charges.

Spotify, please notify us if this issue is fixed. This would greatly increase the overall experience. Especially with the loosless feature that could only be used for the download song.
