Album Cover Reused

Hi,

I am new to this forum, so it might not be the best fit for my question. Please, redirect me if this is the case.

Peter Roe used an album cover for his album "Ronin" published 2017 of which a very similar version was used for the album cover of "Today We Fight" by Matias Castro Cancino, Epic Music World. I am by no means an expert on copyright infringement, but is it truly no issue to reuse the cover of another album?
