Why are collaborative Playlists private and some users have them public?

Why are collaborative playlists private and some users have them public? I've seen other collaborative playlists in  other user profiles and they are public but each time I create one becomes private and no one can see it.

Switching back and forth so people do not spam add unwanted songs.

But I still seeing public collaborative playlists in other profiles, I can't add songs of course (and I don't want to) but I can see the collaborators in there and in the info it says "collaborative playlist made by..."
But the collaborative playlist I made days ago is invisible. If I make it visible, it is no longer collaborative and the collaborators doesn't appear.

I've run into this issue, it must be some sort of glitch. My only work around is the following:

From your phone (this does not work for me on a computer)

>first make sure the playlist of choice is both set to "non-collaborative" AND "secret"
>in the playlist settings (top right), press "make collaborative"
>go back to the playlist settings and press "make public"

Make sure it is done in that order, as reversing it yields different results.

Ok I see it works and finally appears as "public" between all of my playlists and with all the collaboration info but the other people following me or not,  can't see it, only me lol
