My old phone is theft my someone with my login phone number and I want to recover my all old playlists of Spotify on this phone number.

From what I understand a little, I can say that the only ways are for you to first try to recover the account by trying to change the password, if you can't then try to contact support. https://support.spotify.com/br-pt/article/contact-us/

If even support can't help, my tip is that you try to find your account by searching for it and try to see if your playlists were public. If they were, just save it.
