Hey, I can't add Spotify to the bixby program list as stated in the tutorial. Any help?

The same happened to me
Same her on my brand new Note 9.
Evertime I ask Bixby to play anything, she just askes me to tell her what I'm searching for again..
Mine opens the local music app and plays the one ringtone I have every time..
Same there.I can use "Open Spotify" command, but i cant play music on it, and there's no spotify app in bixby apps..
We've seen your reports about Spotify not being controllable by the Bixby assistant.
Try to do a quick reinstallation of Spotify and be sure to use these steps to link Spotify to Bixby. If it's still not working, please send us over the following:

Spotify simply doesn't appear in available apps within Bixby.
I have the same problem. Tried all sorts of things, changing language to US/UK english, reinstalling spotify, restarting the device. Nothing helped.
These instructions are a slap in the face.
If it was that easy we wouldn't be having this issue.
On 2 Australian S8's and an S10.
