We've received some reports that the Spotify page isn't working and users are getting an error message when they try to open it. The app is having this issue as well.
This is currently being investigated by the teams in charge.

Web player and mobile app works fine. Desktop App (Win10) - starts work also (for now).

For anyone struggling: I wish you get Spotify back ASAP, working fine.For people working on the problem: I wish you a quick solution for the problem.Now (I'm in Poland) it works good, with Community pages loading immediately (and other pages too). But I know not everyone is so lucky. Even in Poland, I think.
Personally I can't log in whether it's on my laptop App or mobile app, only the online player seems to be working 😕
