My larger playlists never fully download - they get stuck on 'Waiting'. Is there any way to see what tracks it's getting stuck on without re-adding each song one by one?

To start us off, could you let us know the device, the OS, and the version of Spotify that you're having this trouble on?
If you could also let us know, roughly, how many tracks you're trying to sync for Offline Mode, that would be super helpful too.
There are 2,780 songs in the playlist. I've seen it get up to around 2,550 before hitting the snag. This happens on both Mac & Windows. Version 188.8.131.52.g5e1cd7b2

Can you remove all your offline devices here and try to download music again? Also, make sure you're following these requirements.
Wow, thank you for showing me this. I haven't used a Windows laptop in probably 9 months or so, at my old job, so this is pretty concerning that it says it was used within the past week. Given your device restrictions, this very well could be the issue.

Just to check, do you have any other playlist synced on your Mac besides the one with 2,780 songs?
If this is the only playlist you're trying to sync, we'd suggest clearing the com.spotify.client folder in the caches folder of your mac, and reinstalling the app following these simple steps.
Then, resync all your music and let us know how you get on.
We'll keep an eye over here.
I've done all of that, and I've been deleting songs from the playlist to try to make it more manageable. I deleted Spotify and the cache from all my devices, then I went through the website and deleted the devices there. Then, I reinstalled it on the device I use it most frequently (my Macbook). There are no other downloaded playlists, currently.

There's a new version of the desktop app, could you check if you've got this one installed? Just head to Help > About Spotify in the menu of the app. Also, we'd like to test if the same thing happens from a mobile device. Could you try to sync the same playlist on your phone? Do you experience the same issue?
