I had this issue arise for me recently as well.  I rectified it by rebooting and logging into Spotify.  Right on the main screen near the top there was a notification that Spotify was starting up in the background on restart and it gave me an option to not do this anymore or to have it start in the foreground.  I chose for it to not start up automatically (I usually use my mobile devices for Spotify), and the selection seemed to work for me.  You may still be able to reboot and watch for this option when you open up the Spotify application in Windows.

 Hey @tankster52!

Let's try reinstalling Spotify one more time since a new version is rolling out. Test it out and let us know if you're still having this issue.

Keep us posted.
