Yea, however, it does not.
I went offline for about 30min or so, then got back online after moving from location.
So it either doesn't detect an internet connection or doesn't reconnect after finding one.
In either case, you have to close Spotify and re-open.
OS: Windows 8, version 10.47.13? (it doesn't state if that's the version I'm looking at.)

Have you tried to reinstall the app and clear all the folders of Spotify? Since you have a Windows PC, follow these steps:
There is a folder for each profile that has been logged into Spotify on that computer account.
