Obtaining URI link for Spotify for Artists page prior to first release

Does anyone know if only distributors on Spotify's preferred list (DistroKid, CD Baby, etc.) can grant URI links to their artists prior to their first release?

I signed up with a distributor called Songtradr to release a song a month in advance, and it's only after everything's been finalized and sent to Spotify that they're telling me that I won't have access to my URI link until my release goes live. Songtradr says that as a platform, they don't have access to this type of information. Is this true?

This really sucks because I'm unable to do things like set up a pre-save campaign or even start filling in the info on my artist profile until the day of the release. Does anyone know if there's another way to obtain that URI link?
