Spotify Partnership Permission for In App Purchases

My Question or Issue

Hi Folks!,
We are devoloping an app that connects people who is listening to same song at the same time. To match users, we are using Spotify APIs.
After they matched, they will chat anonymously for a while, and after a certain time their profiles open to each other.
So, we want to make in app purchases and our subscription packages are about increasing your match number and ability to filter gender of your match.
Do we need to get a permission from Spotify to make in app purchases? If it is necessary, how can we contact with Spotify. We applied a form in Spotify for Developers. However, we did not get any response from there.
