[WP8] Does Not Upload My Local Files To Spotify App

Are you using 3G, WiFi?  Both

So ive noticed that my spotify on my Nokia doesnt sync with my local files that i have marked to be available in offline mode on my desktop.  Is this function not available, and if its not is there plans to update it so that it will?

Hey! Welcome to the community 🙂 

You are correct, local file sync is currently only available on iOS and android apps. There is a feature request topic over on the ideas exchange here asking for it to be added to the Windows Phone 8 application however there is currently no status on the idea to say it is planned or considered.
