What does offline mode mean and why doesn't it work when I am offline

So... It seems that I have a different definition of "offline". My saved music does not play if I have a bad intenet connection. Clicking "offline mode" (iOS or Mac) makes no diff. It plays for a few seconds, then stops. I have to restart Spotify 5-10x a song. I once in a while get a message that says I have no internet connection.. error code 4. I do have internet - perhaps a bit slow for streaming but this is Saved Albums in Offline mode.  

So what's the deal? No such thing as offline mode? Adverstising scam?

Hello and welcome to the Spotify Community!
are the arrows behind the songs green? only then you can go in offline mode and listen to it. First you do is to click on "offline avaiable", then grey arrows appear and then you need to wait until those arrows are green. Is this true in your case or not?
