Ask for legal informations for the Spotify API

Hello,

I would like to create an application for smartphones and tablets that allows people to DJ their own events. This application will implement the Spotify API.

Before I start working on the project, I wanted to check a couple of things. I try to contact the Spotify team many times, but I still have no answer to my simple questions.

Is there any way I can get in touch with the legal or with the partnership department, so somebody can answer me?
