I get to the part where its supposed to send an email with a code in order to continue the application. It wont send the email I've tried it multiple times and waited hours. Anyone else having this problem? Thoughts on how to fix this?

The first thing that is important when trying to redeem a trial is that your account must have never had Premium or been a member of a Premium plan such as Family or Duo before. Only accounts that have always been on the free version are eligible for a trial.
In order to validate that you're a PayPal user you'll need to follow the steps here. We'd recommend starting off by giving this a try in an incognito window or using a different browser.
PayPal are the folks that can help you out further with that part of the process, so if you have trouble with that we'd recommend reaching out to them.
