Gear S3 Playlist shrunk from 400 to 20 songs

I'm a Spotify premium member, recently purchased a Gear S3 (non-4G/LTE), and downloaded a playlist of roughly 400 songs to play offline.  When I downloaded the songs, I sat and watched as the counter ticked all the way to 400 - just to be sure.

I then looked through the list and all was fine.

Today (a couple days later) I was at the gym and looked at the same playlist - 20 songs?!  I tried using the bezel to scroll past the last song, but it just wasn't happening.  Now that I'm back on wi-fi, I checked again, and still just the 20.

What happened?  Is this a known issue?  Any way to fix this?
