I have checked this out and it looks like right now Podcasts will be unavailable in Russia for the time-being, if they do arrive in Russia you will most likely notice an update within your app or announcement  posted on the Spotify Newsroom.

If they had created accounts prior to the official launch they maybe setup
in a different country however I can confirm that podcasts are currently
unavailable in Russia!
