My Question or Issue

Loading 7,000+ songs consumes too much memory and freezes my laptop and eventually BLUE SCREEN OF DEATH

I think you should test the Spotify Windows App Loading 7,000+ data.

Also this should not be an issue  because I can load all of my local songs perfectly fine on Windows Media Player, VLC, Dopamine

On my first attempt of loading offline files it just went Blue Screen of Death,

on my second and third attempt, after 3 minutes of loading the data my laptop just freezes and I can't do anything but to force reboot my machine. Oh boy.
