Local Data wont Download on my Phone anymore

Hi, 

for a week now i cant get songs that i have on my pc and arent available on spotify on my phone. Everything worked grea the years before. But now they just dont download anymore. 

Ive tried reconnecting, logging in and out, disabling and reenabling the wifi and nothign works.

also my phone just isnt shown in spotify at all. 

I have a htc one m8 I use windows 10 maybe thats the problem who knows.  Would be awesome if you could help me because im really missing a lot of songs on my phone when i got out.
