Rearranging playlist folders

Until about a year ago I was able to drag and drop my playlist folders (I have them set up by artist).  I've gone along creating folders as I discover new artists--but am now getting frustrated because it's hard to find the folder to move new music into.  I keep trying.  It keeps not working.  It's time to ask.  I don't see solutions to the folder issue (only songs within folders).  Solutions? Thank you!

I can create new playlist folders, but cannot drag and drop playlists into it.
