I am facing the exact same issue too. Sometimes the time difference is 15s, 18s or 20+s. Pausing the music would cause the progress bar to jump back to the right value, resuming would cause it to jump back to the wrong value again, rendering features like Lyrics useless.
I have exactly the same problem since about two months! And on my TV the time difference is often over 1 minute.
So the solution is to login into another account then switch back into yours!
This helps maybe for a few days. I have two accounts on my TV and even if the problem disappears after switching accounts, it comes back.

I have Samsung QE55Q80D with latest 1201 software. Currently even switching accounts doesn't fix anything. I listen only to music and it doesn't matter where I start the playback from.
I own the Samsung Frame TV 2022 LS03B. Tizen OS version 1651. This issue also applies to my Samsung Freestyle 2nd Generation. The issue used to be resolved with a restart in the past, but now, I've got to carry out a reinstall, and do multiple cold boots for the issue to be fixed temporarily. If Spotify Connect is active on another device, the progress bar on the TV will always be a certain number of seconds off compared to the other device. If music is paused, the bar on the TV goes to the correct value again. Here's a insight I found, when the progress bar is working normally, if I change the volume, the bar will jump to a different spot, but the issue can be quickly resolved with a pause and play. If the bar is not in sync properly, changing volume does not affect it at all, but pausing and playing cannot resolve the issue. The progress bar is glitched regardless of which music, playlist or even music video is playing. Please take a look into this.

This is extremely annoying as it is not possible to scroll the songs properly, for example. Any help is appreciated.
