Spotify Wont Connect To Internet (Error Code 4)

I have literally been playing games, watching videos, and **bleep**, i'm even typing this from the SAME COMPUTER Spotify thinks is offline.

Sometimes I can log in, other times the "Service is unavailable" but thats the furthest I've gotten. Can't Browse, preview, search, etc.

What I've Tried:

- CLEAN Reinstall x5

- Using a DNS such as google's

- Changing the in-app proxy to 'http'

- Using a VPN

- Checking all boxes in firewall for private/public access

- Disabling Anti-virus/Anti-malware

- Running "Spotify Web Helper" again after opening the program

- Updating Audio Drivers

- Downgrading Audio Drivers

- Updating Network Card Drivers

Idk what to do at this point. I PAY FOR PREMIUM, so i'm a little angry...
