Thanks for reaching out.
Since you posted in the Desktop Windows board, we assume this happens on your PC. Have you tried any troubleshooting steps like reinstalling the app, trying with a different version (the Microsoft Store one vs. the one from our website) or a different account?
If possible, send over a short video of the behavior along with your exact Spotify version.

Have the same problem. What I suspect is happening is: when the app is in the background or in my case, the network is being re-established after waking PC from sleep, Spotify app thinks it's currently offline and turns "downloaded' filter as a convenience for when you are actually offline. I bet there is some value with a lifetime that needs to be set every now and then and while the app is in the background, the timers are prolonged as a part of the efficiency optimization which leads to the expiration of that value making Spotify app think it's offline.
This happens to me as well, I do use hibernation instead of turning my PC off, but this also happens randomly during the day. This causes any non-downloaded playlists or artist in my library sidebar to disappear until the download filter is unselected. This happens pretty much daily at this point and its inconvenient to have to keep fighting the app to show everything.
Same here on macOS. Every morning when I wake my Mac from sleep, I find the filter activated in the app.
Please let me do it myself, only when I want to.

Every time I open my laptop and open Spotify, it adds the "downloaded' only filter to my library. I have to uncheck "downloaded" AAAAAAAAALL the time. Drives me absolutely insane. (and yes, I'm online at the time it does this).

This may occur after waking the PC from sleep/hibernation, during which your internet connection might have been interrupted. Normally, the app should resync when it detects you're no longer offline, but occasionally a prolonged time-out may require a hard reset, so you may need to fully restart the app in order to force a refresh.
