Still cannot create new playlist or add to existing

Ok so I have read through all the old posts about playlists not working but I cannot be the only one who still has zero playlist functionality.  I have the most up to date iOS, I have the most to date app, I have done a clean install, I have logged out and back in, zero function. Still can’t add to or create new.  I have restarted my device multiple times, zero help.  If I cannot create new playlists or even add to old lists what am I supposed to do? Any help would be very much appreciated!
