Hi....I have a premium account but at the moment I am  in Canada.  How do I download the spotify app for my new nokia phone? Is it possible to do this while being abroad or must I be in the UK to do it?

You might need to have a Marketplace account that is based in a country where Spotify is available. If you set your Marketplace view to UK or US, for example, you should be able to find Spotify. Here's the link to the US Marketplace entry of Spotify.
