Posso presentear alguém com o Spotify onde a pessoa mora em outro país? A única informação que tem no site é "a região ou o país cadastrado na sua conta deve ser o mesmo em que o cartão pré-pago FOI adquirido" mas não diz nada sobre a região de onde o cartão SERÁ mandado.

Gift-cards can only be redeemed on a Spotify account if the country of the account matches the one the gift card was bought from. So for example, you'll only be able to activate a gift-card you bought in Brazil on a Brazilian Spotify account.

This is due to price difference in different countries.
