Why is it that i have only two of my playlist up for public viewing and not all of them.
can i not change what goes on public playlist

Thanks for your kind question.

Just click playlist name and select Available Online on your Spotify app. In phone long-click playlist and do the same.

Make sure you set your playlists to "public".

In the desktop app, right click a playlist title in the sidebar and click on "Make Public".

There is a similar setting when viewing your playlists in the mobile app.
