Does the 12 months start when the existing plan is created or when I leave?

I am trying to join another family plan after my sister cancelled the existing duo plan that we share, but when I try to join the family plan it says I need to wait 12 months. My question is does the 12 months start when I just join the old plan or does it start when I just left the old duo plan? Help would be appreciated thank you!!
