My Question or Issue

My wife received an email requested she verify her address to an email she stopped using. When she tried to verify, it said "You can't join this plan" and it tells her to wait 12 months. How do I get around this? This is my wife and its ridiculous that she can't access our family plan. I'll end up canceling and going to apple if I can't fix this.
