Premium Family - My wife cannot download music

Hello mates.

I got Spotify Premium family and use this with my wife together. We both have iPhones, I am the admin. I also use spotify on my iPad and Macbook, but do not use them for downloading music for offline use. 

My iPhone: Everything works fine so far. 

Her iPhone: She can't download anything, she gets the message "Dowloadlimit reached"

This is very wired, because I checked everything...

Account: Premium

My songs downloaded (iPhone): 2200 pcs.

Space on wife's iPhone: enough

What can I do, what did I forget to do?
