Unable to join Family Plan

Already fill in the details with the right address (same address with owner of the account) but still unable to join the plan. Help?

I attached the screenshot. It says "You're unable to join this Family plan. Need help?"

Have you joined a Family a Plan before? If not, please contact support and let them know you are unable to join, as they are able to manage your account.
