Thanks for reaching out.
If Spotify is unable to charge the payment method that's used for the subscription, the subscription will end and all members of the plan will revert to Spotify's free plan. If the former Premium Family plan manager decides to start another subscription, they'll be able to invite the users who were part of their old plan again.

If they haven't switched from one plan to another within the past 12 months, they can join a different one.

I never said that. 🙂 If the subscription ends for whatever reason and all members get removed from the plan, they certainly can join a different Duo/Family plan if they haven't already been part of two different plans within the past 12 months.
