why is it, only one person can listen at a time

I sent someone on my family plan a book to listen to (some books are available with premium) and the book showed as locked and would not let her play

Unfortunately, only the plan manager has access to audiobook listening time from Spotify's audiobooks subscriber catalog. It’s not possible to share audiobook listening time with the plan member/s.
