early graduate not old enough for student account?

I have a 15 year old high school graduate (he graduated 2 years early) that has recently enrolled in our local junior college (one that is on the Spotify approved list). he currently pays for his own spotify subscription and now that he has a .edu email he would like to get the student account. our issue is when he tries to verify his information it says he is not old enough to be verified. is there a minimum age to use the student account? thanks!

Found out that it is an issue with Sheer ID - they say 'Person is ineligible for verification because of age.' when we try to verify his account.
