To join a Family do you have to be a Premium member?

I upgraded to a Family plan from a Premium plan.

My Question or Issue

 The invited users only have FREE accounts showing on the APP.

Do they need to join/upgrade to Premium with a credit card number?

Do we have to use the same credit card?

Or one with the same billing address?

Please clarify/mention this in your Help and sign up pages!!!!

No matter if Free or Premium, any user can join a Premium for Family Plan.

It doesn't matter what tier the users you're trying to invite are, as long as they live in the same location as the owner they'll be able to enjoy Premium.
