My Question or Issue
I was before in Philippines, where I also had my Premium family before. Now im back in germany and changed also my location to Germany. Added my family (brother and sister) which i life with in the same house. But since 1 month they are kicked out and i cant let them in again in my family plan. Please let me know what i can do? Is my plan still in Philippines, but it shows me Germany as location. And how can i get my family back to my plan?

Sometimes the information once given to Spotify (regarding the users’ addresses) don’t match the ones they have. The data might be incorrect, incomplete or outdated (which is probably your case), hence the removal of some users.
Is the credit card you use to pay from Germany?
Anyway, I suggest you get in touch with the Spotify Cares staff - They'll be happy to help you further with this.
There are a few ways to contact them. A great way is to reach Spotify via Twitter - just send them a Direct Message @SpotifyCares.
You can also use the Facebook support. Shoot them a message here: Spotify Cares.
When you message them, inform all the e-mail addresses on the plan.
