Premium Family but sister works in Peace Corps in Africa

I'm looking to upgrade my subscription account to Premium Family. But my sister works in the Peace Corps in Africa (not allowed to say the specific location because of national security reasons), and so she is obviously unable to be at me and my mom's address. Are there any exceptions to this? Can my sister still be involved in the premium family plan?

I know similar questions have been asked in regards to divorced families, but this is different since it's not like my sister lives here part of the time and part of the time in Africa.

Unfortunately not, as she currently doesn't live at the same physical address as you do.
