Two households on spotify family

I have spotiy premium family and so far only me and my sister is on it, but I've suggested to my dad that I could get him in on it too. My parents are divorced and even though my address is written up at my mom's house I live 50/50 with them (One week with each, then switch) 

Would I be allowed to invite my dad or not?

You should be able to invite your father to the plan. Your father would have to join the plan while at the same location as the owner (You) for this to work.
