I've tried removing and re-adding her to the plan, and reinstalling the app on her phone but it's not working. She has an iphone 6.

If you can see that your sister is a member of your Family plan, but her account appears to be on Free, she might have two accounts registered with us and the one she's logged in is still on Free.
We'd recommend visiting this support page if you need help finding other accounts.
