NRC college not available?

so i wanted to apply for the student discount as i am only on EMA at the moment but i cannot seem to find NRC (Norther Regional College) on the list. i know it means i am not eligible as of yet but will it ever be added? i tried applying 3 months ago but to the same result. i would be great to know if i can apply before the end of march as having 9.99 sucked from my account could be halfed at that.
