Country Region Settings Won't Change

Anybody else had the issue of your country's region settings being completely wrong, and not being able to change it at all. It says I'm in Venezuela when I've never been out of the country in my life. I'm in nowhere Ohio in the US. I've changed my payment settings which is just a local bank card to begin with to Paypal and still never fixed the issue. I cant listen to any podcasts at all, they don't even show, including my own The Game Junction Podcast.
